Key Congressional Votes

The 1978 DC Voting Rights Amendment*
In 1978 both Houses of Congress passed a bill introducing an amendment to the Constitution, which would allow full voting rights for the District of Columbia. The required two-thirds majority of state ratification was never attained, however. Forty-four members of Congress who voted on the 1978 legislation remain in office in 2003.

The New Columbia Admissions Act*
In November 1993, a bill was introduced to admit the District of Columbia as the 51st state in the US. This legislation for the state of "New Columbia" did not pass the House and was never introduced in the Senate.

No Taxation Without Representation Act*
In October 2002, members of the Senate Governmental Affairs Committee, which has jurisdiction over the District's municipal affairs, voted to introduce a bill giving DC full Congressional representation. The legislative session ended without any action on the proposal.
